IADC Launches Knowledge, Skills and Abilities (KSA) Database
IADC recently launched the Knowledge, Skills and Abilities (KSA) competency database. The free database includes competencies for 73 rig-based positions, listing the recommended capabilities that personnel must possess to safely and consistently fulfill their job roles.
Originally developed in 2001 with the creation of KSAs for 12 rig positions, IADC committed to expand the available competencies in 2012 at the request of regulators and the industry.
“The original KSAs, although an excellent tool for evaluating individual competence when they were created in 2001, needed to be updated. Advancements in technology and increasingly complex individual competence requirements were the drivers for launching this project,” said Mark Denkowski, vice president, IADC Accreditation and Credentialing Division.
The database allows industry users to generate, on-demand, a unique set of competencies based on position, rig type and operational environment, providing the industry a tool to demonstrate the qualifications of their personnel. More than 70 subject matter experts from across the industry collaborated on the project, which was initiated in 2012.
“We envision the KSA competencies as having a variety of uses for our industry. They can be used to build or evaluate in-house competency programs, assess personnel capabilities and qualifications by building assessment guides, build personnel development tools by identifying competency strengths and can assist in the development of career advancement pathways,” said Brooke Polk, IADC Competency and Learning Development Specialist.

Arctic Council Issues Report on Systems Safety Management and Safety Culture
The Protection of the Arctic Marine Environment Working Group (PAME), a working group under the Arctic Council, recently published Arctic Offshore Oil and Gas Guidelines: Systems Safety Management and Safety Culture Report.
The document enhances and supplements the 2009 Arctic Council’s Arctic Offshore Oil and Gas Guidelines (AOOGG), by focusing on providing tools and approaches for reducing the threat of catastrophic effects of major oil and gas related accidents. It provided more targeted guidance on protecting the marine environment from major accidents by improving safety management systems and safety culture in Arctic offshore petroleum operations.
Areas recommended for more focused safety guidance are limited to the following categories:
- Continuous improvement
- Risk Assessment/Hazard Identification
- Management of Change
- Training and Competence for the Arctic
- Accountability and Responsibility
- Operating Procedures
- Quality Assurance/Mechanical Integrity
- Document and Reporting
- Communications

OSHA to Hold Stakeholder Meeting on Emergency Response and Preparedness
In the 4 June Federal Register, OSHA issued a notice of stakeholder meeting, inviting interested parties to participate in an informal meeting to discuss emergency response and preparedness.
OSHA plans to use information obtained at this meeting and information received in response to the 2007 Request for Information as it considers a Proposed Standard for emergency response and preparedness.
According to data quoted by OSHA, emergency response is one of the most hazardous occupations in the United States. Professional emergency responders are most at risk, but company employees who may have emergency response assignments are at risk as well.
The meeting will be held on 30 July in Washington, D.C. If necessary, a second session will be held on 31 July. The deadline to request registration for the meeting is 2 July.

IMO Follows Up on Deepwater Horizon Casualty Investigation
At its May 2014 meeting, the IMO’s Maritime Safety Committee authorized work to begin in the Subcommittee on Ship Systems and Equipment, assisted by the Subcommittee on Human Element, Training and Watchkeeping, to review the 2009 MODU Code, Life-Saving Appliances (LSA) Code, and MSC.1/Circ.1206/Rev.1 (Measures to Prevent Accidents with Lifeboats), based on the investigation of the Deepwater Horizon incident.
Among the issues likely to be addressed: The need for dedicated rescue boats, anthropometric suitability of survival craft, and operating instructions and emergency procedures. Deliberations will begin in early 2015, with initial proposals due in late 2014.
The Committee was also asked to authorize work by the Subcommittee on Ship Design and Equipment to consider how fire and explosion analyses could be included in the MODU Code, but declined to authorize the effort. An IADC Workgroup has been established to help provide input to the IMO effort. The Workgroup’s first meeting is scheduled for 25 June at IADC headquarters.

KULLUK Grounding Tasking for Towing Vessel Safety Advisory Committee
The Towing Vessel Safety Advisory Committee (TSAC), a Federal Advisory Committee to the US Coast Guard, has accepted a tasking to examine the USCG’s Report of Investigation into the grounding of the KULLUK and to make recommendations to the Coast Guard.
A TSAC Subcommittee is being established to examine the wide-ranging issues associated with the grounding of the KULLUK. Among the issues to be considered:
- Special considerations for arctic tows
- Verification of towing equipment
- Technical standards for towage
- Towing configurations
- Escorts and tow plans
- Personnel qualifications
- Safety management systems
The recommendations are to be provided by the Coast Guard by March 2015.

IADC Designates API Standards Development Liaison
Rhett Winter, IADC’s Director – Onshore Operations, was recently designated as the Onshore Division liaison to the API Standards Development process. His function in this role will be to monitor the development, revision and publication of various API Recommended Practices, Specs and Standards that could impact onshore drilling contractors.
When appropriate, he will participate in the development, editing and revision of API documents. In addition, IADC will recruit representatives of member companies to assist in the development, revision and commenting on draft documents.
Onshore members will be kept informed of key API standards that could affect them through regular email communications.

Oil and Gas Research Center Established in Copenhagen
A new research center, Center for Oil and Gas, recently opened in Copenhagen with the purpose of establishing new ways to improve the recovery rate of hydrocarbons from the Danish underground.
The center will engage 100 researchers and is headed by Bo Cerup-Simonsen, former head of Maritime Technology with A.P. Moller-Maersk.
Efforts at the Center will be concentrated in four areas:
- Better understanding of the oil and gas reservoirs
- Advanced methods to enhance recovery rates
- Improved drilling and production technology
- Better facilities and improved drilling platforms and pipelines
At present, the recovery rate is 26 percent and the goal is to increase that number to 31 percent, offering an additional billion dollars in revenue for operators and the Danish state. Costs of operating the new center will be shared by A.P. Moller-Maersk, Shell, Chevron and the North Sea Foundation.

IADC Rig Recognition Plaques Available to Recognize Superior HSE Performance
Companies who participate in the IADC Incident Statistics Program (ISP) are eligible to purchase rig recognition plaques and certificates to recognize outstanding HSE excellence. The plaques are intended honor rig crews for their safety milestones and show pride in each company’s HSE accomplishments.
Plaques are 8×10 inches in size and are available in two versions:
- Supreme Grade: Laser engraved text with company name, rig name or number and IADC logo in raised gold lettering.
- Executive Plaque: Bronze-tone safety excellence medallion on a red velvet background with gold engraved text on a raised bronze-tone plate.
